The Notice requires postal and express delivery enterprises to strictly implement the regulations on prohibiting and restricting the delivery of goods, and to strictly implement the inspection system for receiving and sending. For emails and parcels sent by users other than letters, the delivery company must inspect the contents in person, confirm their safety, and stamp the inspection stamp before accepting and sending them; For items prohibited by the state from being delivered, items that cannot be confirmed to be safe (such as unknown mechanical and electrical devices, powders, sealed devices containing unknown gases or liquids, etc.), or items that users refuse to inspect, the delivery enterprise will not accept or send them.

The Notice requires that during the Nanjing Youth Olympic Games, delivery companies should require users to present valid identification documents and carefully register the information of the delivered items, recipients, and senders for mail and parcels sent to Nanjing. For those who have not presented valid identification documents, they should be carefully checked and confirmed to be safe before being accepted for shipment.

According to relevant regulations, during the Nanjing Youth Olympic Games, delivery companies are not allowed to enter Olympic venues such as athlete villages, headquarters hotels, competition venues, media centers, etc. to provide delivery services without the special permission of the Nanjing Youth Olympic Games Organizing Committee. For mail and parcels sent to Olympic sites, delivery companies should hand them over to designated locations designated by postal management, public security, national security and other departments for unified signing and distribution.

The Notice requires postal management departments at all levels to increase their supervision of the postal market, and to investigate and punish behaviors that violate the Postal Law, such as operating without a license, operating beyond the scope, and not implementing the inspection system for receiving and sending; Public security and national security organs at all levels should severely crack down on illegal and criminal activities that endanger national security, public safety, and social and political stability through postal channels.
